Wiley was the son of Ansel Bailey and Rutha Tipton from Buncombe County, NC, but moved to Fannin County by 1860. Ansel was the County Treasurer during the Civil War (which makes a direct line female eligible for membership in the United Daughters of the Confederacy.)

Wiley married Josephine Paralee Griffith daughter of John M. Griffith and Jane Ann Rogers. They were parents of Charles who married Sallie Shoemaker; Rufus; Frank A. m. Mary Jones; Rosilla m. Oscar Cornett; Laura m. James Miller; Augustus m. Martha Ledford, Josephine m. Jasper Early; Noah m. Faye Bryant; Poley died young, as did their last child, Bonnie.

Siblings of Wiley were John, Eliza Jane, Joseph, Hiram Madison, Stephen Calvin, Mary Ann, Lavada 'Love', Martha, Nellie, Sarah Malinda, George Garrett, William Tecumsey Sherman, Josephine.

Wiley married twice more after Paralee died, the last time he was said to have been in his 90s.
