Charles was the son of Wiley Mannon Bailey and Josaphine Paralee Griffith, daughter of John M. Griffith and Jane Ann Rogers. He was the grandson of Ansel Bailey and Rutha Tipton of Fannin County, Georgia.

Siblings of Charles were Rufus, who married Ida, and lived in Nebraska, a career serviceman; Frank A. married Mary Jones; Rosilla married Oscar Cornett; Laura married Loranzy Miller; Josie married Jasper Early; Noah A. married Faye Bryant; and two who died as infants, Poley and Bonnie.

Charles married Sally Shoemaker and they were parents of two sons, John Warren and Henry. Johnny was killed in WW II when his ship was hit by a torpedo during the battle of Santa Cruz. He was not married. Little Henry died from the 'croup' when he was about 6 years old. After Charles died, Sally married John Hale, they had no children, and lived out their lives in the Benton Station community of Polk County, Tennessee.
