Noah was the son of Wiley Bailey and Paralee Griffith, daughter of John M. Griffith and Jane Ann Rogers. He was the grandson of Ansel Bailey and Rutha Tipton. His siblings were Charles who married Sally Shoemaker; Rufus, a career military serviceman, married Ida Weber and died in Jasper County, Missouri; Frank A. married Mary Jones; Rosilla married Oscar Cornett; Laura married Loranzy Miller; Josie married Jasper Early; Gus who married Martha Avaline Ledford; and two who died as infants, Poley and Bonnie.

Noah was married to Etta Fay Bryant, and they had twin daughters, Ethel and Ethal. Ethel was stillborn and Ethal lived 13 months; a son, James, was stillborn; a daughter, Katheryn, lived 4 months; and a daughter, Joyce Elaine, married Jack Prince and is still living in 2014.

After Noah and Fay divorced, Fay married Walter Herman Shipman and had 11 children. Noah went to Pennsylvania to live with his brother, Gus, and died there. No one seems to know the exact plot of his interment, so his marker is placed on the edge of the cemetery with others whose plots are unknown.
