Joseph A. Finney was born about 3 miles east of Springfield, Ohio. He took a law degree from Ohio State University in 1913. He then practiced law in Xenia, Ohio until his retirement. He married Ella Inez Shepherd on 19 Nov 1914. They raised three children: Martha Jane, Joseph A. (Jr.) and Charles Reid (Pete) Finney.
