He was born at "Woodlawn", in Henry County, Virginia.
He was known as "Spott"

He married his first cousin, Mary Taylor Wootton.
Her mother was Lucy Dabney Redd, a sister of Edmund B. Redd, who was Williams' father.

Both William and Mary were grandchildren of Major John F. Redd of the Continental Army and builder of "Belleview" Plantation.

Spott was the second son of Sarah Anne and Edmund Redd and he was born March 1st, 1839, at Woodlawn, Henry County, Virginia. When he came of age, he managed the plantation for his widowed mother, his older brother having become a doctor.
On October 10th, 1865, he married the daughter of his fathers' sister and overtook the management of Belleview, now in the hands of his aunt.
He and his wife, Mary Taylor Wootton, had five children,two of them dying young, including their only son and the twin of Ella Spotswood.
He continued to live at Belleview until his death in 1909.
