Born in Muncie, Ruth was the daughter of Dewey Miller and Arah Airhart Miller. A graduate of Muncie Central High School (Class of 1936), Ruth later married Richard Franks and raised two children.
Ruth worked briefly for Ball Brothers prior to dedicating her time in working in the Delaware County Courthouse for 28 years in both the auditor and treasurer offices, retiring in 1987.
A loving person and a true friend to all, Ruth was avid in dedicating her time to the community in which she lived, often volunteering for the March of Dimes, ABWA, and Women of the Moose. Active in the Democratic Party, Ruth was past president of the Women's Democrat and served on the Democrat Precinct Committee.
Survivors include a daughter, Barbara Franks Arrington (husband-Tom), Yorktown; son, James Richard Franks (wife-Bonnie), Muncie; brother, Dewey Miller, Indianapolis; two grandsons, Scott Arrington (wife-Stephanie), Yorktown and Richard M. Franks, Muncie; one granddaughter, Cindy Chandler (husband-John), Muncie; great-granddaughters, MiMi and Ellie Arrington, both of Yorktown, and Cassie and Jocelyn Chandler of Muncie.
Mrs. Franks was preceded in death by her husband, Richard Franks who died on April 7, 1983, sister, Wilma Whetsell, brother, Charles Miller, and stepfather, Samuel Arthur Maule.
Services will be held at 11:30 a.m. Saturday in the Chapel of The Meeks Mortuary and Crematory with Reverend Roy Lee officiating. Burial will follow in Beech Grove Cemetery. Friends may call at the mortuary on Friday from 4-7 p.m. and from 10:30 a.m. until services on Saturday.
