Attorney and Chief Justice of the Court of Common Pleas of Delaware from 1841 to 1855. He was a graduate of Princeton, and admitted to the bar in 1812. He had a law practice until he became Chief Justice in 1841. He was the son of Hon. James Booth, Sr., also a former Chief Justice of the Court of Common Pleas of Delaware from 1799 to 1828, and Secretary of State of Delaware from 1778 to 1797.
