Shepherd was born on September 9, 1842 in Monroe County, Ohio. Three weeks short of his 20th birthday, he enlisted in Company F of the 116th Ohio Volunteer Infantry on August 18, 1862 for a 3-year service. He was captured on February 16, 1863 while on a reconnaissance mission near Romney, West Virginia, was exchanged March 18, 1863 and returned to his unit. On June 14, 1865, he was transferred to Company A of the 62nd Ohio Volunteer infantry just before he was mustered out of service on June 24, 1865.
