Harriet Jane Briggs was born in Troy, Iowa the daughter of Reverend Elias Lyman and Jane Johnson Briggs. Along with six friends, (Mary Allen Stafford, Alice Bird Babb, Franc Roads Elliott, Alice Virginia Coffin, Ella Stewart, and Suela Pearson Penfield), she founded P.E.O. while studying at Iowa Wesleyan. She graduated with a B.S. degree in 1869 and was granted an honorary M.S. degree in 1872. After graduation she taught music and art until January 12, 1873 when she married Henri L. Bousquet.
The Bousquets moved to Pella, Iowa where they had two sons, Cutts Duddock and Henri Lyman. Hattie was the first of the P.E.O. founders to die on June 22, 1877 at the age of 27. Her son Henri died shortly before his sixth birthday in 1881.
