Harriet Jane Briggs was born in Troy, Iowa the daughter of Reverend Elias Lyman and Jane Johnson Briggs. Along with six friends, (Mary Allen Stafford, Alice Bird Babb, Franc Roads Elliott, Alice Virginia Coffin, Ella Stewart, and Suela Pearson Penfield), she founded P.E.O. while studying at Iowa Wesleyan.
