John Otis Rhea was born in Wayne Co., Tennessee, June 10, 1842, the son of Moses and Martha Viannah (Austin) Rhea. In 1850, John lived in Marion Co., Arkansas with his family. In 1860, after his parents had died, he moved to Williamson Co., Texas, where he met Rachel Jane Thaxton. They married on April 8, 1862. John Otis and Rachel raised a family in Williamson Co. and later moved to Lampasas, Texas. In 1910, they moved to Hedley, Donley Co., Texas, to be near their children. John Otis died there on September 22, 1918, and is buried in the Rowe Cemetery, Hedley, Donley Co., Texas.

John Otis Rhea served in the Confederate States Army, 30th Regiment, Texas Calvary (Texas Partisans), as a bugler.
