The son of James & Mary (Willard) Clegg, he married Rosanne Comp and fathered Mary (b. @1857), Maggie J. (b. @1860), and Edward (b. @1864). In 1860 he was a laborer living in Bloomfield, Perry County, and stood 5' 10" tall with brown hair and brown eyes.
A Civil War veteran, he enlisted in New Bloomfield, Perry County, August 25, 1864, mustered into federal service at Harrisburg September 7 as a private with Co. I, 208th Pennsylvania Infantry, and honorably discharged with his company June 1, 1865.
