The son of James & Mary (Willard) Clegg, he married Mary Asper in 1856 and fathered Rebecca Jane (b. 02/26/58). In 1860, he was a shoemaker living in Bloomfield, Perry County, Pennsylvania, and stood 5' 8" tall with dark hair and dark eyes. Mary died in 1858, possibly in childbirth, and he married Sarah Jane Baker in 1863.

A Civil War veteran, he enlisted and mustered into federal service at West Chester, Chester County, February 16, 1864, as a private with Co. E, 12th Pennsylvania Cavalry (113th Pa). He was captured at Winchester, Virginia, July 27, 1864, and incarcerated at Danville Prison where he died. His brother Christian served in the same company.

The widowed Sara married John W. Frownfelter (17th Pa Cav - see his record for more of her data) and bore him Harry S. (b. 11/??/66) and Silas M. (b. 07/??/72).
