Jay W. Julian was born in Sulphur Bluff, Texas, on December 23, 1940 the eleventh child of John Willis Julian and Myrtle Ophelia (Chester) Julian.

He was a 1959 graduate of Sulphur Springs High School and attended East Texas State University (now Texas A & M University, Commerce).

Jay W. proudly served his country by enlisting in the United States Marine Corps in August of 1959, and served a six year term, and was honorably discharged in July of 1965.

Jay W. Julian married Mary Elizabeth Ames in Sulphur Springs, Texas, on January 23, 1965, in Saint James Catholic Church with the Reverend Raymond J. Scott officiating.

Jay W. was employed as a foreman for A. K. Gillis & Sons Contractors since 1978. Prior to his employment with A. K, Gillis & Sons, Jay W. drove a semi-tractor and trailer rig for a trucking company and prior to that he owned and operated his own dump-truck. Jay W. and wife Mary, along with a partner, bought the Home Place Mobile Home Park that was located on N. E. Loop 301, in Sulphur Springs, in 1972. The mobile home park consisted of 26 acres and had 19 rental lots along with two club houses, tennis court, and a 76,000 gallon swimming pool. Jay W. and Mary managed Home Place Mobile Home Park right up until it was sold to an out of state investor in 1988. At the time Home Place Mobile Home Park was sold, the family had expanded the park to 85 rental lots and it was 100% full on the day it sold. The business was a family owned and operated success story.

Jay W. died as a result of a sudden and brief illness at 7:11 p.m. Sunday, July 15, 2001, at Hopkins County Memorial Hospital surrounded by his wife and two sons.
