Jesse is the son of William "Graytail" Palmer (1785-1865) and Hannah Conklin Palmer (1787-1859). He was born in Malta, Morgan, Ohio on July 6, 1829. Jesse continued to live in Malta and there he married Ellen S Eves (1829-1919) on October 6, 1850. They had two children in Ohio: Charles Curtis Palmer (1851-1917) and Hannah Ann Palmer Hammond (1854-1915). In August 1855 he and the family moved to Iowa. The family can be found on the 1856 Iowa Census living in Wapsinonoc, Muscatine, Iowa along with his wife Ellen's parents James and Susannah Eves and her brothers Clarkson, George, and James. Jesse is listed in this census as a "Mill Wright" which falls in line with the work he had been doing with his father William. William had owned several mills and the Malta Furniture Manufactory.

In 1861 he purchased a home and farm in Mahaska County, Iowa. He now lists himself as a "Farmer". In 1866 he purchased a much larger farm in Monroe County, Iowa. He was a very wealthy man and owned a lot of property.

He and Ellen had a total of 10 children. Their children are all linked to this site.
