The son of Thomas Leondas Jacobs (who was known by several nicknames but usually T.L. or Lon) and Mary Ann Burnett of Hardeman county TN. Phelon was probably born or spent his early years around Rogers Springs which was called Hollywood at the time then later closer to Saulsbury in Hardeman co. He was working at Rose's in Memphis TN as a clerk according to his 1918 WWI draft card (wholesale/drygoods) and continued to do so later in Mt. Airy, NC. His delayed birth certificate states he was born in Bolivar, Hardeman county, TN.
