Even though he was born in Kentucky, he considered himself a Virginian, said one of the sons of Joseph C. Wagoner. His manner was mild, his voice soft, and he spoke rarely. He was a tall thin man with light brown hair and bluish gray eyes. He disciplined his sons by first tapping them on the head to get their attention, and then shaming them for their wrongdoing.


In the War Between the States he fought for the Southern Confederacy, first as a private in Company B, 4th Regiment, Stoner's Mounted Rifles. In December 1862 his unit was consolidated with Breckinridge's Battalion, Kentucky Cavalry, and became Company B, 9th Regiment, Kentucky Cavalry.


Joseph married the daughter of neighbors, James A. and Mary O'Neal, whose daughter was Elizabeth Delilah O'Neal. The O'Neals also had a son, D.W. O'Neal. The O'Neals were born in North Carolina, but their children were born in Simpson county, Kentucky.
