Son of Willis Oscar & Belle Evora (Kirk) Moser, upon the death of his father in 1894 he was given to a family by the name of Bullis in Dorchester, Nebr.
He served in World War I from 1917 to 1919, upon his return home he took up his homestead 18 miles southwest of Gillette. He married Josephine Rodman on March 30, 1922 in Gillette and to their union were born, Myrtle Eva, Mildred Belle and Melburn William Moser.
