Clement E. ``Buck`` Humphrey, 82, Lombard, Illinois, a former executive director of the Chicago Housing Authority, died Wednesday, October 24, 1900 in Good Samaritan Hospital, Downers Grove, Illinois.

Clement was born October 10, 1908 in Iowa City, Johnson Co., Iowa, the son of Oliver Burton and Kathryn Loretta (McCabe) Humphrey. In 1909, the family relocated to St. Lawrence, Hand Co., South Dakota.

Clement attended school in St. Lawrence all 12 years, graduating from SLHS in 1925. He then attended the University of South Dakota, graduating in 1930 with a BS Degree in Civil Engineering. Upon graduation, he served his University as Associate Professor of Civil Engineering. He then accepted a civilian post as Civil Engineer for the United States Army. A reserve officer since 1930, Captain Humphrey was called to important positions in the army's huge construction and operations program in the four state Chicago Region. For the next two years, he commanded engineer troops in the United States and in both the European and Pacific theatres. By 1944, he had been promoted to full Colonel.

Immediately after the war, he joined the architectural-engineering firm of Skidmore, Owings and Merrill, assigned to the Chicago office. In 1948, he was placed in charge of the firm's activities in rebuilding the town of Oak Ridge, Tennessee. In 1949, he took charge of the firm's activities in Indonesia.

In 1953, Clement joined the Chicago Housing Authority as Director of Development, responsible for the Authority's planning and construction activities. Four years later, he became Deputy Executive Director, and in 1967 became Executive Director. He retired April 1, 1973.

He was a licensed engineer, licensed architect, Fellow of the American Society of Civil Engineers, member of Society of American Military Engineers, American Management Association, the National Association of Housing and Redevelopment Officials, and Retired Officers Association.

Clement married Beatrice Marie Miller February 1, 1936. They were the parents of Kathryn, Edwin, and Dawn. Beatrice died in August 1982.

He served his community as a member of the Planning Commission, the Building Commission, the Industrial Commission, as President f the PTA, and as co-sponsor of a Boy Scout Troop. He was active in hunting and fishing and was a member of several organizations involved in the preservation and restoration of wildlife.

Survivors include his three children and a step-daughter, B. Maureen Hawkings; three sisters; five grandchildren; and a great-grandchild.
