Son of John Mintun, a Revolutionary War soldier from New Jersey, and Rebecca Fairchild. His date of birth was taken from a family Bible record submitted by his mother for her widow's pension. Jacob married Rebecca Rardin on or about 4 May 1815 in Washington County, Ohio. Together, they were the parents of 12 known children; Julia Ann, John, Isaac, Elizabeth Rardin, Charles B., Rebecca, Matthew Albert, Hannah, twins Eliza Ann and Henry, Rachel Vance, and Caroline Mintun. The family were early pioneers of the Iowa territory.

Jacob served as a member of the House of Representatives for the Iowa territory, representing Louisa and Washington counties, as well as a Justice of the Peace. In 1857, he and his son Henry purchased the Burris City Commercial, and moved the paper to Wapello in 1859. By trade, Jacob was a shoe maker.

Following the death of his first wife, Jacob married Mrs. Sarah Brewer in Henry county, Iowa, on 28 December 1847 (the widow of Daniel Brewer, who served in the House of Representatives with Jacob). Sarah died in 1865. Jacob then married Susan Holland, the widow of David D. Webster, on 26 July 1866 in Louisa county.
