Effie Almeda Maxwell was born May 3, 1855 in Buckheart township, Canton, Fulton, IL. Born within eleven months of their marriage, she is the presumed adopted daughter of Jacob Maxwell and Lydia Loper. DNA test results prove that her younger siblings, Carroll R., born in August of 1856 and Mary Ida, born in Oct of 1859, were adopted by Jacob Ellis Maxwell (1830-1864) and his wife Lydia Gray (Loper) Maxwell (1835-1914) prior to 1860 while still infants. The biological parents were: John and Adeline Willson/Wilson, who were the owners of a neighboring farm in Buckheart, Canton, Fulton IL.

Effie was the eldest child and the caregiver of her family. She never married, and had no known children. Effie spent her whole life taking care of her parents, staying with her mother in Kansas until Lydia (Maxwell) Ellis' death in 1914, and then with her brother Carroll as he fought rectal cancer in California until his death in 1925. Effie was a midwife and is noted on the birth certificate of her nephew Carroll Maxwell Ackley, as attending his birth. After the death of her brother Carroll R., and sister in law, Georgie Maxwell, Effie moved to Oklahoma to be closer to her sister, Hattie M. (Ellis) Ball. Effie passed away on June 28th, 1940 after an illness of three months. Effie is buried with her mother, Lydia (Maxwell) Ellis in Holton, Jackson County, Kansas.
