Oscar was the son of Raynor Weaver and Sylvester "Vesta" Mae (Roberts) Weaver. He married Myrtle Lee Brown on August 29, 1908 in Danville, Virginia. Together they had eleven children, nine of which survived to adulthood. Oscar was a cotton mill worker most of his life, and later was a farmer. Besides Granville County, he lived in the towns of Durham, Gilmer (a township of Greensboro), Greensboro, and just south of Mebane, NC at the time of his death.

There have been some family disputes over his middle name. I grew up hearing Marion, but have also heard more often Merrimen. His obituary from January 27, 1940 in the Greensboro Daily News has his initial as F.
