Jouette Roulhac Hill was born on August 8, 1888 in La Vergne, Rutherford County, Tennessee, the son of Thomas Roulhac Hill (1841–1916) and his 2nd wife Margaret M (Roulhac) Anderson (1843–1915).

He attended Rutherford County schools and the old Winthrop school in Nashville.

Jouette was married in 1915 to Susan Anne "Annie" Brown (1893–1964).

Working at H G Lipscomb - a hardware company - for more than 30 years, he was 51 years old and married when he had a heart attack on January 30, 1940 and died the next day at a hospital in Nashville, Davidson County.

Survivors included his widow Mrs Annie B Hill, daughter Mrs Mary Brown Crowder in Cleveland, Tennessee, sisters Miss Mary Hill and Mrs J E Owen of La Vergne, Tennessee and brothers John Hill and Joe Hill at Nashville.

Funeral Services were held on February 1st at Hillsboro Church of Christ, and burial was in Spring Hill Cemetery, Nashville.
