William Russel emigrated to central Illinois from Whitecleugh, Crawford John, Lanarkshire, Scotland in 1832 with his parents. He met and married Emily Gallaher in the USA. Their marriage would produce thirteen children.

William Russel was a well-known merchant in Jacksonville as well as a charter member and lifelong elder of the Westminster Church.
