William was born in western Virginia in Monroe County, which is now West Virginia. He served in the Confederate Army during the Civil War. Census records indicate his father was from Virginia, and his mother was from Pennsylvania.

In about 1854, his parents decided to migrate to Texas via the Ohio and Mississippi Rivers traveling by river boats. While en route near Cairo, his mother gave birth to a younger brother but she died shortly afterward, most like the result of a Cholera outbreak onboard the boat. His father continued down the river and eventually settled in Lavaca County, Texas.
William married Sarah Elizabeth Wallace on September 20, 1870, in Lavaca County, Texas. Together they had two sons, Henley Madison, and Delbert Chester Lawrence. Sarah died in about 1878, leaving William with two young children.

On May 26, 1881, William married Emma Rosalee Stroman in Hallettsville, Lavaca County, Texas. Together they had 14 children.

William applied for his Confederate Pension and was granted admission to the Austin Confederate Veteran's Home on July 15, 1917, where he lived there until his death in 1931 at the age of 88 years old.
