Charles was the son of Burch and Lena Bell Godfrey Maynor, the husband of Lois Rankin, and father of a son, Dana. He had brothers, Frank, Burch and Broughten, and sisters, Edna, Peggy and Jeanie.

Charles was very active in his community and was past president of the Polk County Democratic Party, the Jaycees, Benton Lions Club, and was a member of other civic organizations. He was a member of Oak Grove Baptist Church. He was a veteran of the U. S. Air Force, having served in the Korean War where he was a prisoner of war. He was a retired air traffic controller, and the owner of the Benton Elderly Housing.

Charles was married 2nd to Jimmie Ruth.
