Franklin was the son of John Walker & Martha (Hann) Garrett. Franklin was born & raised in Scotland, Greene County, Indiana. He married Laura Belle Crooke on April 9, 1887 at the age of 20 in Greene County, Indiana.

They had 9 known children:

Franklin owned 1400 acres & operated one of the largest nurseries of there time with his father John . They originally started their nursery in Doans, Greene County, Indiana in 1893 & in 1904 they moved to Brown Township, Martin County, Indiana. The government bought out everyone's land in 1940 to build Crane Naval Base Franklin stayed as long as he could to save what he had. He left behind a lot of his nursery & his last month on his original land was October of 1941. Today part of his land is where the Crane Golf Course is today in Burns City, Martin County, Indiana.
