Fannie Jewell (Eoff) (Savage) Blackwell was the daughter of Edward Etson Eoff and Frances Emily Stephenson, the former a native of Missouri and the latter of Mississippi. Fannie was the sixth of seven children, her siblings being Kell Andrew Eoff, Nettie Mae (Eoff) Moore, Carrie Lucy (Eoff) Daughtry, John Edward Eoff, Homer Clyde Eoff and Sadie Helen (Eoff) Cowgill. Fannie was born and raised on the family farm in Tyro, Mississippi.

Fannie married 1/ William Lee "Red" Savage abt 1909 (div). They had a daughter, Ruth E (Savage) Williams born 1910 in Wilmar, Drew County, Arkansas. Fannie married 2/ William Thomas Blackwell, a teamster and butcher, 1918 in Memphis, Tennessee. Their child was Jerome Thomas Blackwell b. in 1922 in Memphis, Tennessee.
