Nettie Mae (Eoff) Moore was the second of seven children born to Etward Etson Eoff and Fances Emily Stephenson, the former a native of Missouri and the latter of Mississippi. Nettie's siblings were Kell Andrew Eoff, Carrie Lucy (Eoff) Daughtry, John Edward Eoff, Homer Clyde Eoff, Fannie Jewell (Eoff) (Savage) Blackwell and Sadie Helen (Eoff) Cowgill. Nettie was raised in Tyro, Tate County, Missouri on the family farm.

Nettie married William Arthur Moore December 28, 1892 in Tate County, Mississippi. They were the parents of William Clayton Moore, Arthur Edward Moore, Homer Hayes Moore and Ruby Mae (Moore) Johnson; their three sons were born in Mississippi and their daughter in Tennessee. William Arthur Moore had a variety of occupations, landlord, laborer for the railroad, shipping clerk and house painter. He and Nettie raised their children in Memphis.
