Leon was the son of James H and Idonia Sawyer Jones. On December 17, 1938 he married Vivian Moore Bethea. They had two children;

After finishing at Pensacola High School in 1926, he attended the University of Florida where he majored in Agricultural Engineering, graduating from this institution in 1931. In July, 1931, he started his flight training as a Reserve
Student Officer at the Naval Air Station, Pensacola, Fla., finishing in
August, 1932. Upon his designation as naval aviator, he was assigned
to the USS Lexington at San Diego, Calif., in Squadron VF-5 for duty.
After eight months of service, he was placed on inactive duty and he
returned to Century, Fla., where, in May, 1933, he became agent for
Sherrill Oil Company. Each year during his agency with this company he
had two weeks active military duty, taking part of the duty at
Pensacola and part at Miami, Fla. On Dec. 2, 1940, he was recalled to
active duty at the Naval Air Station, Pensacola, Fla., for the
duration, being assigned to Squadron 3 at Chevalier Field. When the
designation of Squadron 3 was changed to Squadron 2 and subsequently
transferred to the auxiliary air station Ellyson Field, he remained
with this squadron as flight instructor. Squadron 2 grew rapidly at
the outbreak of the war and was later divided into two squadrons, 2-A
and 2-B, Squadron 2-B being transfered to Saufley Field. Commander
Jones was retained in Squadron 2-A; and, in November, 1942, he was
appointed executive officer of the squadron.
