Tabb, and his third wife Ellen Foster, was born February 24, 1848, at Auburn, Mathews Co, Va, and was educated under private tutors and in a private school at Petersville, Maryland. He is a member of the Southern Society and the Virginians of New York City, the Staton Island Association of Arts and Sciences, The Civic League and the Confederate Veteran Camp of New York. His home was at Arrochar, Staten Island. He married Jeannie B. Shepard, born on Tabb street, Petersburg, Virginia, daughter of Charles Shepard, of Fredericksburg, Virginia, and Mary (Swan) Shepard, his wife, of Petersburg, Virginia.
