The eldest child of Robert Goodloe Harper and Catharine "Kitty" Carroll; grandson of Charles Carroll of Carrollton. He and John H.B. Latrobe were very close friends. On June 1, 1829, he was commissioned by President Andrew Jackson as Secretary of the American legation to France; he resigned on September 8, 1830. Some sources show that he died in Rome, instead of Paris. He was originally interred in the cemetery at the family estate "Oakland," but his youngest daughter, Emily Harper Pennington, had him (along with his father, Robert Goodloe Harper, and his two other daughters, who died young) reinterred at Greenmount.
