Howard moved to Jackson County in 1884 and purchased hundreds of acres of land near present-day Lee's Summit. The new construction of the railroads were coming to jackson county, Missouri so Howard struck a deal with Pacific Railroad. He planned to build a town on his land and wanted the railroad route passing through as well. In 1862 Howard was arrested by the Union Commander in Independence, Mo. He was jailed but was free on bond and told to return to Kentucky. It was after the civil war that he came back to Jackson County. By Oct 1865 he began selling plots of land to began the town of Strother. In November 1868,the town name was changed to Lee's Summit.
