He was born in Boone to Henry Neal sr., and Martha Sligh Blair.
Mr. Blair was a member of the West Baptist Church of Boone. He was formerly employed by the City of Greensboro as an Engineer for the Water and Sewer Department and also a former City Manager for the town of Boone. He later coordinated the County Zoning and Planning Department for Watauga County.
Mr. Blair planned and developed Blairmont Subdivision in Boone. He was a member of The Avian Club and served during World War II in the U. S. Army.
Survivors include his wife of 61 years, Mrs. Eugenia Vernon Blair, one daughter, three granddaughters, two great-grandchildren, one sister, and several nieces and nephews.
He was preceded in death by his parents, Henry Neal Blair, Sr. and Martha Sligh Blair, a brother, Palmer Sligh Blair and two sisters, Carolyn Blair Johnson and Rebecca Blair Penwell.
