The son of John Myer & Mary (Moore) Bair, he married Anna Mary Bair [sic] and fathered Levi (b. 11/22/47), Sarah Ann (b. 01/07/49 - married Jacob H. Seiders), Jeremiah M. (b. 03/10/50), David H. (b. 06/11/51), Anna Mary (b. 01/12/53 - married Hiram B. Hammaker), Margaret E. (b. 04/21/54, d. 12/23/56), and Noah W. (b. 10/13/61). In 1860, he was an innkeeper living with his family in Buffalo Township, Perry County, Pennsylvania, and is in the 1863-65 draft registration still residing there.

A Civil War veteran, he enlisted at the stated age of thirty-nine in Harrisburg September 2, 1864, mustered into federal service there September 7 as a private with Co. I, 208th Pennsylvania Infantry, and honorably discharged with his company June 1, 1865. A second Perry County man named Samuel Bair (younger and with a middle initial of "W") also served with Co. I. The egregiously error prone Pennsylvania Veterans Burial Card file conflates the two as it has with countless other Civil War veterans with the same or similar names.
