Elwyn W Ley was born Milton E Whiteley in 1914 to Charles E Whiteley and Mary Elizabeth "Lizzie" Scott in Oregon.

See 1920 US Census for Milton E Whiteley with his Father and sisters (Lizzie died in 1917) and then see 1930 US Census for Milton E Ley where he is living with older sister Geraldine Pearl Whiteley Murray.
By 1940 he is using Elwyn W Ley and not Milton.The reason behind the name change has to do with his eldest sister Opal Irene Whiteley whose life is recounted in Benjamin Hoff's book 'The Singing Creek Where The Willows Grow" 1986.
She was unjustly villified in the press in the 1920's resulting in several of her younger siblings being forced to change their names to avoid harrassment.
