Oscar was the youngest child born to William Beaty Huggins and Rutha Marilza Jane Strickland. He married Ida Oma Donowho October 8, 1911 in Brown County Texas.

Four children were born to Oscar and Jane: James Flurnoy, Gwendola Pearl, Rector Howard and Frank Norris.

"Uncle" Oscar was a farmer who lived within a half mile of my grandmother Jessie K. Locke Cornelius, his niece. They lived on adjoining farms near Zephyr.
