The son of Peter & Sarah (Millard) Blair, in 1860 he was a laborer living in East Pennsboro Township, Cumberland County, Pennsylvania. He stood 5' 4" tall and had light hair and blue eyes.

A Civil war veteran, he enlisted at the stated age of nineteen in Harrisburg February 1, 1864, mustered into federal service that day as a private with Co. C, 3rd Pennsylvania Heavy Artillery (152nd Pennsylvania), and honorably discharged with his battery November 9, 1865.

He married Susan A. Sheely in 1867 and fathered Charles (b./d. 1868) and Minnie Ellen (b. 10/28/68 - married a Givler; birth date from her death certificate; 1871 also reported).
