Franklin/Frank was Assistant Surgeon of the 13th Illinois Cavalry. His name appears on the list of Civil War soldiers buried in The Old Graveyard at

HOWEVER, thanks to Find A Grave contributor Carmian who sent word 10-24-13 that she saw Dr. Foster's grave next to his wife's at Maple Ridge Cemetery, NOT The Old Graveyard. Accordingly, the location of his grave, for purposes of this memorial, is being corrected to Maple Ridge.

On the list at the above-cited website, he is listed with the 15th Illinois Cavalry, but that must be an ERROR, because the federal government's Civil War Soldiers & Sailors website lists him with the 13th Illinois Cavalry. He enlisted 18 Mar 1864, was mustered in on 4 Apr 1864, and was mustered out on 31 Aug 1865.

He was listed as a physician in Carmi, White Co, IL, in the 1870 and 1880 censuses.

1860: Newbern-Clifty Twp, Bartholomew Co, IN, "Franklin J. Foster," age 30

The following is excerpted from the regimental history of the 13th Illinois Cavalry at http://www.civil-war.com/searchpages/result.asp?Name=013th&category=Cavalry&Submit=Search+for+Flags and covers the period from Franklin/Frank's muster-in date on 4 Apr 1864 until his (and the entire regiment's) muster-out date on 31 Aug 1865:

"In the spring of 1864, as part of General Steele's army expedition to Camden into southern Arkansas, the Regiment fought at Arkadelphia, Ocolona, and Prairie du Ann on April 2, 3, and 4 and then Camden, Marksville, and Jenkins' Ferry on April 29 and 30. In May it returned to Little Rock and was active in fighting enemy forces commanded by Shelby and Marmaduke and defeated them in battles at Clarendon and Pine Bluff. The remainder of the 1864 was spent in scouting and picketing in Arkansas and Missouri with a base of operations at Pine Bluff. On January 24, 1865, the cavalry division of the Seventh Army Corps was discontinued and the Thirteenth was assigned to post duty at Pine Bluff. Following the surrender of Lee and Johnston the Regiment took possession of Monticello, Camden and Washington, Arkansas. It was ordered to Springfield, Illinois where it was mustered out on August 31, 1865."

Frank J Foster, MD. physician and druggist, Carmi, was born in Butler County, Ohio, in 1830, the son of Archie G and Margaret (Patterson) Foster, the former a native of Virginia, and the latter of the vicinity of Lexington, Ky. He was raised on a farm, attended common and high schools, and finally graduated at the Ohio Medical College at Cincinnati, in 1854, when he located in Bartholomew County, Ind. and commenced the practice of his chosen profession.

In 1860 he removed to Enfield, this county, and in 1862 to Carmi, where he has since resided. Since that date he has been U S Pension Examining Surgeon, excepting the year and a half he was in the army. He was mustered into the United States service in March 1864, as Assistant Surgeon to the Thirteenth Illinois Cavalry, and mustered out in Sep 1865. Part of this period he was in charge of the surgical department of the hospital at Pine Bluff, Ark.

In 1855 Dr Foster married Miss Mary, dau of Matthew and Charity Kelley, father a native of Virginia and mother of Pennsylvania. Their children are ---C Bell, who married Prof H L Arnold, now a teacher of the graded school at Belmont, Wabash Co, IL; Louis M and Daisy Deane.

In 1856 the Doctor made a trip out into the wilds of Kansas, where he had some hair-breath escapes from the Indians and border ruffians. Glad was he to find himself safe among civilized people once more.

Dr Foster is a useful man to the public, as he takes a lively interest in educational and other public affairs. He has been a member of the Carmi School Board, of which he was Chairman three years. Is a member of the A.F. & A.M., in which he was acting Master of a lodge in Indiana for some time; is also a member of the I.O.O.F. and A.O.U.W.

For five consecutive years he has been a Supervisor of Carmi Township, and would have been continued in office longer had he consented. He was Chairman of the board two or three years. His present drug store in Carmi, on the west side of Church street and a little north of Main, he opened in 1873.
