Cecil was born in Bates County, the youngest son to Henry Clay McKinley and Nina Sue Beard. He was followed by his younger sister, Hazel. He was in a common law marriage to Mary Henrietta Winter, the relationship resulted in two children; Cecil Ray McKinley Jr and Nina Sue McKinley. While he was driving to work, his wife realized he forgot something so they ran after him. But little Nina ran in front of Cecil's car and Cecil was unable to stop the car in time. Little Nina's death had an immense effect on the family, considered the end of the family unit.

After Nina's death, Cecil used alcohol to cope. The more he drank, the more unstable he came. He became unfaithful to Mary, having several other girlfriends such as a woman named "Josie" who he gave the home phone number. He also became very abusive towards Mary. His son, Junior, told his own sons to never treat a woman like his father did. He was always running off with one of his girlfriends or drinking buddies for a few days after leaving Mary covered in bruises. His excessive drinking and spending came to an end he came bankrupt and had to sell all of his land.

He was later placed in a nursing home in Humansville, but that didn't stop his aggressive attitude. They had to take away his cane because he kept hitting people with it. He passed away in the same nursing home at the age of 89.

He was the father of two, grandfather to three, great-grandfather to four, and great great-grandfather to two.
