Lt. Col. Mercado was a graduate of West Point (Class of 1960). Served two tours of duty in Vietnam. Recipient of the Bronze Star with 4 Oak Leaf Cluster, Bronze Star with Valour Device, Solider's Medal, Vietnam Honor Medal with Silver Star, Legion of Merit, Army Commendation Medal with Valour Device, meritorious Service Medal with two Oak Leaf Clusters and the Vietnam Cross of Gallantry with Palm.
