One of two known children born to Charles Latourell and Jane Jones in Mobile, Alabama, she married Otis Bradley Bailey sometime around 1866 and they were the parents of Luella France Bailey and Carleton Joseph Bailey.

Her obituary was published on June 7th in The News Tribune and stated she was Tacoma's first milliner and had opened up her business in 1888, one year after arriving from Minnesota. After receiving her early education in Mobile she became a teacher until that was interrupted by the Civil War.
