William was the eighth of nine children born to James Clingman Sr. and Carrie Luetta (Finger) Heffner. He married Mae Rene Hauser and they were the parents of three children: Sylvia Anne, Lucy Luetta and William Franklin Jr.

(Note: He was a clergy member of the Western North Carolina Conference of The United Methodist Church. He entered into the traveling ministry of the Church in 1941).
