George Charles Jensen was a remarkable man. From humble beginnings and with only a sixth grade education and a correspondence course, he decided, in 1905 at the age of twenty-three, that he was going to go to the University of California. After two more years, he had finished his high school course and had recommendations for the university, which he entered in 1907. He was twenty-five years old.

He received his B.S. in Science in 1911, and his M. S. in Economics in 1912. Both were from the University of California, Berkeley. At Berkeley, he received the Flood Fellowship, and a member of Alpha Kappa Lambda.

George Jensen went on to become a teacher, then a principal, then assistant superintendent of the Sacramento schools. He was a member of the California Curriculum Commission and a director of the California Society for Secondary Education. In 1925-26, he was Director of Research for the California Teacher's Association, San Francisco. He was Assistant Professor of Education for College of the Pacific, Stockton, California.

He was Captain of the Home Guard in Nevada for three years during World War One. He was a member of the Masonic Luncheon Club, Sacramento, and a 32 degree Mason. He was also a Shriner, a member of the Ben Ali Temple, Sacramento. He was a Rotary Club committee member, especially on projects for young people, and a member of the Sacramento Safety Council.

"The Eureka School Plan: being an outline of the reorganization of the secondary schools of the city of Eureka, California" was written by George C. Jensen and published by the Eureka Chamber of Commerce 1 March 1925. The plan is reported to have been a reorganization of public education to allow for junior high schools. Its influence can be seen by the many junior high schools of grades 7-9, and the senior high schools of grades 10-12, whereas the traditional format was for elementary school to range from kindergarten through 8th grade, followed by high school of grades 9-12.
