He grew up on the Burk farm which belonged to his grandparents Anderson S. and Elmira (Nunn) Burk. He likely did farm labor in his youth. He married around 1910 to Nancy Catherine "Kate" (Lawson) Ballard. They had two children together: Lucy who died of consumption (tuberculosis), and Luther M. Kate had two children by a prior marriage to Mr. Ballard: Theodore R. "Ted" b. 1906, named in honor of President Theodore Roosevelt, and Leonard M.

His WW I draft card shows that he was a laborer for Northwestern Coal Co. He lived at 1246 Udell St., Indianapolis. His birth date is given as Jan. 18, 1876. He had a medium height and build and had blue eyes and brown hair.

He was a truck driver and delivered ice and fuel, mainly coal, in Indianapolis. Joe was fondly remembered as a loving uncle to many.

His grave appears to be unmarked.
