Harmon was the 2nd of fourteen children born to Isaac and Elizabeth Mullins. Harmon served, along with his father and brother Isaac, in the UNION Army during the Civil War as a Corporal, Company K, 39th Kentucky Mounted Infantry, about 1862-1865.

He married (1) Elizabeth "Eliza" Venters, daughter of James Venters and Eveline Sloan, on Nov. 15, 1866. He was widowed in 1883. Harmon married (2) Mary Belle Grizzle, daughter of Jesse Grizzle and Nancy Franklin, on Apr. 25, 1891.

Harmon actually died, at the age of 72, in the state prison in Goochland where he was incarcerated for the murder of his son Benjamin.
