James Sherman was a son of Isaac & Elizabeth Mullins. He married Cordelia Ann Culbertson, daughter of James M Culbertson and Mary Ann Ramsey, on July 26, 1888 in Wise County, VA. James Mullins was a Prohibition Inspector for the state.

James was killed while trying to serve a warrant on Sheriff Fleming for making and selling moonshine. The story is on the Appalachian History Site:

In the shoot out, Mullins killed Fleming but died from a bullet fired from Fleming's gun. Mullins' name is among 19,000 officers who died in the line of duty on the National Law Enforcement Officer's Memorial in Washington, D.C.
