John was born in County Armagh, Ireland, and his given name was John Robert Dowey, son of Robert Dowey and Sarah Ann Fearon. He had six siblings, all girls, and they were Annie, Mary, Sarah, Essy, Margaret, and Ruby Mae. He and his family emigrated from Ireland in 1890 and settled in Harvard, Illinois.

John's first marriage was to Catherine Lucille McGee from Harvard, Illinois, on February 28, 1905. And although she had given birth to many children, because of her illness only two survived infancy. They were Lyle William Dowey (1906) and Eleanor Dowey Strandell (1909). Catherine passed away at the young age of 40 years old in 1919. Both Lyle and Eleanor were still young when their mother died and John needed to work so he sent them away to live with their cousins. John's second marriage was to Sarah Emma Limbaugh of Winchester, Tennessee, on June 22, 1921. No children were produced from this marriage. Emma had been previously married to Frank Butler and with him had a daughter, named Myrtle. Emma and Frank divorced and after John's marriage to Emma, he adopted Myrtle. Lyle ended up staying with his cousins but Eleanor moved back home with her father and his new wife. John Dowey lived the remainder of his life in Aurora, Illinois.
