US Congressman. A member of the Democratic Party, he served California's 35th District in the US House of Representatives from 1975 to 1981. He spent part of his early youth living on farms in Washington and Canada, prior to splitting his high school years in San Francisco and Oregon. In 1942, he initiated a lengthy tenure with the US Navy (1942 to 1963) serving as a naval aviator aboard air craft carriers (a participant of World War II and the Korean War). He attended the University of Oregon and moved onto Stanford University from where he received his BA. He attained his Master's Degree in Political Science from the University of Southern California and from that point, he established a public relations and advertising firm, while also teaching. Due to his exceptional experience as a flier, he was appointed as Director of Public Affairs and Cold War Activities at the US Naval Base at Guantanamo Bay, Cuba, during the Cuban Missile Crisis in October of 1962. Lloyd launched his political career in 1968 as a city councilman and later served as mayor of West Covina, California (1968 to 1975). While in Congress, he made it a priority to find ways for the American public to have easier access to their government without being mired in red tape. After leaving office, he remained in Washington, DC, where he ran a consulting firm. He died of complications from an automobile accident two weeks earlier.
