Winston Baird served as clerk and master for Campbell County from 1900 until 1945. Called "Capt. Winse", he raised a company of volunteers to serve in the Sp. Am. War.

"Capt. Baird Dies At 79 In Jacksboro"

Capt. Winston Baird, age 79, who had served at Clerk & Master of Campbell County for 46 years, died at 7 a.m. yesterday at his home in Jacksboro. He has been retired several years. His health had been failing for a long time and he had been regarded as a semi-invalid. Captain Baird had been prominent in public affairs and also was identified in business and civic connections in Jacksboro and Campbell County. As a young man Captain Baird entered the Spanish-American War and served in the Sixth Volunteer Infant Regiment organized in East Tennessee. He was once elected commander of the Spanish-American War Veterans. He also was U.S. Commissioner at Jacksboro for several years. In later years he served as a Commissioner of the Tennessee State Planning Board and had served as Clerk & Master, he was under the following chancellors: Judge Hugh Kyle, Judge Hal Portrum, John Jennings, Jr., now congressman from Second District and Judge J.H. Wallace. Captain Baird was a member of First Baptist Church in Jacksboro; a Shriner, and a member of F&AM and Junior Order, United American Mechanics. Survivors include his widow, Mrs. Nora Baird, the former Miss Nora Allen; two daughters, Mrs. Theresa Carden, wife of former State Senator Wheeler Carden of LaFollette, and Miss Vida Baird of Jacksboro; five sons, Edgar A. , William K., and Sam W., Donald and Lendon Baird, Jacksboro; sisters, Mrs. W.R. Peters and Mrs. Annie Peters, Knoxville; one granddaughter, Miss Linda Lindsay, daughter of former State Senator D. Lindsay, Lake City. Funeral services Wednesday at 2 p.m. at First Baptist Church of Jacksboro. Interment in Jacksboro Cemetery. Pallbearers will be court judges, members of the Bar Association and other officials.
