Lura Ann Devlin, youngest child of James J. Devlin and the former Miss Mary Ann Paul, was born in the bounds of Smithville in Abbeville County, South Carolina on the 18th of May 1856. Her parents were both descendants of charter members of Cedar Springs A.R.P. church and well respected within the community. Like her siblings, Lura Ann was educated at local schools and went on to finish at Due West Woman's College, Class of 1876.

In 1880, Lura married Moses Holstein Cogburn of Edgefield, South Carolina. This union had the following known children:
Azile {m. Gaillard}(1880-1958)
Ollie Larrabee (1882-1970)
Hugh Carroll (1887-1958)
Gladys {m. Clark} (1890-1967)
Obanna Devlin (1892-1940)

Lura & Moses made their home in Ridge Springs; where Moses was a successful farmer and owned M. H. Cogburn & Co., a dry goods store. They were active members at Bethel Baptist Church.
